Troy was born May 13, 1958, in Greenville, Texas to James Thomas and Neva Nell Johnson Wallace.

Troy and Linda married on August 17, 2019, in Greenville, Texas.

Troy was a proud veteran of the U.S. Armed Forces, serving in the Air Force Reserve from 1980-1993. He was a flight engineer on the C-130 for 8 years and the KC-10 for 6 years. Missions included air drops of troops and cargo and air to air refueling during Desert Shield and Desert Storm. He received many medals, including The Adjutant General's Award in the State of Texas. He was an honor graduate of Chanute AFB where he received The Air Achievement Medal for aircraft responsibility and duties.
